Stream Restoration Walk

Need woodchips? If you happen to see a pile of woodchips on RA property and would like them for your yard, please help yourself. Clean-up work following last winter’s storm damage has left RA with piles of woodchips. There is a pile near Hunters Woods pool, too. We also have overflowing bins at our maintenance facility so come and pick them up during normal business hours. If you have a pick-up truck and call in advance we could even schedule loading.

Reston Recycles “Adopt-A-Bin”

Look for the RA truck. There is poison ivy at this site.

Get Volunteer Help with Invasive Species Infestations in Virginia’s Parks and Natural Areas
The Virginia Master Naturalists and the Virginia Native Plant Society invite organizations to plan volunteer events for the second annual statewide Invasive Plant Removal Day. This year’s event will take place on Saturday, May 1, 2010. Virginia Master Naturalist Chapters, Virginia Native Plant Society Chapters, neighborhood organizations, local parks and recreation departments, non-profits, nature centers, state and national parks, and other community groups are all potential organizers for local events.

With the permission of the landowner, you can host an event and post it on our website by visiting www.virginiamasternaturalist.org/invasives to enter in information about the location, time, volunteer needs, and target species. Your event will be on the Invasive Plant Removal Day Web site and publicized statewide.

Join Reston Association in the State-wide Invasive Exotic Removal Day
Date: Saturday, May 1, 2010

Location: Meet at Glade Pool parking lot at the corner of Glade and Soapstone Drives.
We will journey down the asphalt path heading towards Snakeden Branch, a recently restored stream. Our goal will be to remove as much Garlic Mustard as possible, by pulling the plant by the roots. In 2009, local organizations posted 41 invasive plant removal events across Virginia. More than 400 volunteers, including Master Naturalists, scouting and other youth groups, neighborhood associations, and other community volunteers, came to assist with the efforts. Together, they contributed more than 1300 hours of service and removed more than 250 bags of invasive plants. Their service plus addition in-kind donations are valued at more than $27,000.

Invasive species are non-native species that cause ecological or economic harm. They are widely recognized as a costly and leading threat to healthy ecosystems. They out-compete native species for the same resources, eventually harming trees, wildlife, and water quality. Invasive plants have taken a firm foothold in many parts of the state and everyone’s help is needed to reclaim our natural areas. The Virginia Invasive Plant Removal Day is an opportunity to engage our citizenry in these efforts.

Orientation Set for Invasive Plant Management Leaders
Lead volunteers are needed for the Fairfax County Park Authority’s Early Detection Rapid Response (EDRR) program. This project will allow the Park Authority to locate and remove extremely invasive plant species before they gain a significant foothold within the parks. This program is an essential component in restoring the native ecology. EDRR Orientation Expeditions to be held on May 20 and June 17, 2010 at two different locations.

During the orientations volunteers will learn how to lead, organize and manage a group of volunteers to conduct a systematic survey of designated parkland, identify targeted plant species, mark their location via hand-held GPS units and log data into an established website.

Space is limited to six volunteers per orientation session. Why the RA Board Elections will probably head to the Courts

An anonymous commenter on Restonian.org said:

“if those 6 are allowed to vote now why not some of the other 15,000+ that didn’t vote either?”

My answer is: Because they didn’t attempt to vote and have their vote messed up by Cvent and subsequently deleted.

I sat in the meeting the other night, and have read through the documents provided by RA Counsel. Honestly it doesn’t appear that the By-Laws cover this instance, the only section I see that applies is the Appeal process which states that if a candidate is aggrieved by a decision of the election committee or Secretary or Assistant Secretary, they may appeal the decision within 10 days of the decision. Mr Greenberg has made such an appeal. The By-laws state that an appeals panel made up of all directors who are not candidates in the election in question, shall promptly consider the appeal, and a majority of the panel shall constitute a quorum.

I think the problem arises out of the state statutes. Here is the section of the code that the RA legal counsel provided at the meeting:

The code says that no ballot, proxies or votes, nor any revocations thereof or changes thereto shall be accepted by the inspectors after the closing of the polls unless the circuit court of the city or county shall determine otherwise.

Similar to the hanging chads in Florida, the court is going to have to say “go back and get those 6 votes” before it is actually going to happen.

It’s just a shame how poorly mismanaged this process was handled. These 24 households that experienced the glitch should have been directly contacted in a verifiable manor and the elections staff should have made sure that the votes they did cast for the at-large position counted, and that they had the opportunity to specifically vote or not vote in the Northpoint election that they were entitled to vote in but were not given the option when they placed their online votes.

Since they were not effectively contacted during the election process and RA is bound by the law not to accept new ballots after the election without the court saying so, the issue is closed until a civil case is filed.

Restonian’s Up in Arms over Election Scandal

In case you haven’t seen all the comments going back and forth over at the Restonian Blog here are some of the highlights:


“24 North Point residents (who were owner/occupants) attempted to vote online and were only allowed to vote for the at-large candidate, they should also have been allowed to vote for the North Point representative. After RA discovered the error the deleted the initial 24 votes so that the people could revote in both races. They reassured the candidates that they would personally get in touch with all affected voters and make sure that they votes. Come to find out all they did was send a single email. Now after much prodding they admit that just 18 of the 24 revoted. That means 6 had their initial votes erased and did not revote. The question is after RA’s online voting system malfunctioned and RA deleted their votes is sending a single email sufficient follow-up. In my opinion no, every attempt should have been made to reach these people including phone calls. When you send an email you have no idea if it ever reaches the person. To me this is a prime example of voter disenfranchisement.”


“Given that Collins margin of victory was 2 votes (1 owner/occupant household) this calls into question the results of the election. If RA’s online voting system hadn’t malfunctioned the results might have been different. Doesn’t RA owe it to the voters involved to make sure that their votes are counted?”


“Given the board’s past treatment of Greenberg they should have known that a 2 vote victory for their (Chew) hand picked canidate would raise some eyebrows. They should have been out ahead of this one, particularly since the rest of the SBC canidates won their seats.

Unless there is more to this story? Get it together folks…”

“Just call the actual affected 6 households. A win-win for everyone involved with this “glitch”. Collins and Greenberg agree to the tally and not to pursue further – we’re done.”

“This issue is the one that will get me to comment when almost nothing else did.

An election process speaks to the credibility of the organization. If the process is flawed the organization is flawed and needs to be fixed. There has to be complete faith that a cast vote is a sacred vote otherwise what is the point of voting and what sort of candidate will be inspired to spend six weeks of time, money and energy in a non-election??

I would like to hear an explanation of how votes were deleted. By who and at one point? It took a lot to get me to post but this is the issue that did it.”

“Precedent was set to reach out to the six affected households again, when someone at RA had to directly contact the affected households, during the election, due to a “glitch” in the online system.”

“First RA did not volunteer the information about what happened. The squirmed and avoided direct answers until it was dragged out of them. This is not right and those involved should answer for their behavior.

Second Milton kept his mouth shut and let others shoulder the blame. Most conspicuous was Kate – who had a hand in the decision to delete the votes, took on following up and told people that it would be done right and then simply sent a single email that she did not know was ever received. She should not have shouldered or had the responsibility for these decisions. Milton Matthews as CEO the buck stops with you. How can you let one of your people stand out there alone? Shame on you,

Mistakes are made. Acknowledge them, put them right and learn from them. That’s a learning organization that can be trusted. Unfortunately that is not RA led by Mr. Matthews.”

“Mike Collins – keep your mouth shut and hope this blows over.

Every time you say that you understand voter rights but nothing can be done about it in this case you look bad.

I didn’t vote for you but I also don’t want to be embarrassed by you.

Please just keep quiet.”

“RA should have documented they reached the affected 24 households, documented the outcome, and validated the votes counted.

Any household that was not reached, should have raised a red flag, and all candidates as well as BDO notified.”

And the comments go on and on, as of the time that I am posting this, there are 56 comments up in arms over how the Reston Association has handled the election  glitch that caused them to then manually delete 24 ballots from the system.

Reston Election Scandal – 12 Missing Votes in RA Board Elections – Did your Vote Count?

I went to the special elections committee meeting today to hear first hand what happened in the Reston Association Board of Directors elections.   Here is the bottom line:

  1. A malfunction in the setup of the online voting system, setup with CVent, caused a problem with the initial electronic ballots.  24 home owner voters in the Northpoint area (and maybe some in other areas) were only presented with the At-Large position vote and never presented with the Northpoint candidates.
  2. After the glitch was corrected, these 24 ballots were DELETED from the system, “to avoid duplicates”, and the home owners who’s votes were deleted were sent an email notifying them of the problem and giving them a new code they could use to vote online.
  3. Of the 24 deleted ballots, all but 6 of the households re-voted, leaving 6 ballots (or 12 votes) unaccounted for.
  4. In the election, 166 ballots were declared invalid for one reason or another, and 109 were declared partially invalid.
  5. In the contested Northpoint Board of Director position, Mike Collins won by 1 ballot (2 votes).
  6. Peter Greenberg, who lost by 1 ballot (2 votes) for the Northpoint seat, has formally asked the RA board and the elections committee to make sure that these highly motivated voters (as evidenced by their immediate participation in the election) be contacted to identify their voting intentions to insure that their votes are counted in the election.

So that is the situation.  Due to an election malfunction, 24 Ballots (48 votes) were DELETED, and very little follow-up was done explain the situation and make sure that these residents were able to cast their ballots.  As a result 6 of these home owners have been disenfranchised in the election.

The elections committee discussed the issue in the meeting, and decided that they would allow Mr. Greenberg and others inspect the invalidated ballots, they would allow BDO, the accounting firm responsible for counting the ballots, to provide Mr. Greenberg with more detailed information surrounding the 24 deleted ballots and the 17 re-votes.

The elections committee refused to take the further step, requested by Mr. Greenberg, of contacting the potentially disenfranchised voters, to clarify their intentions to make sure their proper votes were counted in the election.

Ken Chadwick, General Counsel for the board, advised the election committee and Mr. Greenberg that a Civil case would need to be filed and a court order would need to be rendered for any further steps to be taken in the election.

“Win or lose, I’m not out to change the election, I just want to make sure none of my neighbors were disenfranchised” said Peter Greenberg.  “Issues like these go to the heart of why I ran, as neighbors we have to treat each other very well and not see the association as something separate from it’s members, the members are the association.”

“I really know a thing about voter protection and voter rights, it’s kind of become a hobby of mine” said Mike Collins, “The worse thing an entity can do is make up new procedures after the votes have been counted.”

After campaigning hard, “…knocking on over 2,000 doors”, I think Mr. Collins feels the results speak for themselves, and that he deserves the Northpoint seat on the board.

It sounds like our local voting drama has some more twists and turns to come, stay tuned!

Special Elections Committee Meeting Planned

If you happen to dig through the Reston Association Calendar, you will find that they have quietly scheduled an Elections Committee Meeting for Monday from 3pm to 5pm at the Administrative Offices @ 1930 Isaac Newton Square.  Apparently the committee will discuss the contested elections results and will discuss if and how the plan to handle the 24-25 votes that had issues during the election.  Apparently there were a number of voters from Northpoint who were only given the option to vote for the at-large position when they voted online.   When these voters voted for the at-large position, they system told them they were complete, and they were later told they could send in their paper ballots.  There is a question as to if the paper ballots were counted or “kicked out as duplicates” if the voters selected both their at-large candidate and their northpoint candidate.

Al this and the untold number of other “kicked out’ votes for one reason or another, further call in to question the results of the Northpoint director race where Mr. Greeneberg lost by (1 ballot / 2 votes) while the rest of the brown’s chapel slate won by landslides.

As more and more information about the election comes to light, it appears worse and worse for the organizational abilities of the Reston Association and the legitimacy of the non-certified election results.

The Reston community deserves fair and impartial elections and to have the third party CPA firm certify the election results.

Reston Board of Directors Decided by 2 Votes – Recount Please!

The results are in for the Reston Board of Directors!

In the Northpoint Race, Peter Greenberg, lost to Mike Collins by just 2 votes!  I asked Mr. Greenberg if there was any kind of re-count process.  Apparently there were approximately 25 online votes that didn’t get processed due to a computer glitch, and these people were notified by mail that their vote wasn’t counted.  He is unsure how many of those people had a chance to re-vote.  There may have been other counting issues, but Mr. Greenberg has been told that if he would like a re-count he will need to pay for it himself.

All of the Save Brown’s Chapel slate was elected, other than Mr. Greenberg, and 2 votes seem like a pretty slim margin for error, especially when you already have acknowledged issues with some of the votes.

I wasn’t able to find any “official process” in the by-laws for this.  Does anyone know if this kind of issue has come up in the past, and if so how it was handled?

It would seem that an official re-count should be performed and not at the expense of the candidate.  With all the money the RA board has thrown around on architectural plans for projects that may or may not move forward, surely they can afford to have a re-counting of the 2,425 votes that they have reported as being cast in the election of the North Point Director.

I am sure both candidates would make the time to be available to oversee the process and help with the counting.

New Board Members and Officers Elected
Reston Association’s Board of Directors elected Kathleen Driscoll McKee as President. The Board also elected Paul Thomas, an At-large Director, to the position of Vice President and Director Joe Leighton as Secretary. Leighton is fresh from a win for a second three-year term.

Treasurer John Higgins was re-elected to another term for Reston Association.

The Board Officer elections come one night after the results of the Directors election were announced at the Annual Members’ Meeting on April 13th.

Ken Knueven won the three-way race for the Lake Anne/Tall Oaks District seat, formerly held by Robin Smyers, who concluded her final three-year term on the Board and having served as President for two years.

Mike Collins was elected to serve as the North Point Director, replacing Frank Lynch who finished his three-year term.

In the month long election 10 candidates ran for three open seats. The vote totals and additional information can be found on the RA Web site at www.reston.org.

2009 Individual and Corporate Volunteers Awards Announced
A Boy Scout earning his Eagle Scout badge received the 2009 Reston Association Volunteer of the Year Award. Two corporations shared the Corporate Business Sponsor recognition.

In the summer of 2009 Ian Rappaport, the winner of the Reston Association 2009 Volunteer of the Year Award donated 180 hours of free labor to the environmental resource field crew.

Then, to earn his Eagle Scout badge, Ian Rappaport decided to help the Reston Association environmental staff again. This time, the project was to restore a natural surface trail, which is widely used by commuters, dog walkers and residents in the Glade Stream Valley. Three other Boy Scouts working on their Eagle Scout projects were nominated for the award – Daniel Albamonte, Stephen Emerick and Allen Millman. (Read the full announcement.)

The Corporate/Business Sponsor Award was shared by two firms that supported both RA projects and the community. Accents by Design, a Reston-based interior design firm donated its consulting services to the interior of Nature House, which opened last year. Its interiors are environmentally friendly.

The second winner was The Thai Tennis Organization in America, or TTOA, which has partnered with Reston Association for the last seven years to promote tennis growth and education within the minority community. Software AG Volunteers Improve Garden Plots
About 20 volunteers from Software AG, a Reston-based firm, spent Friday making improvements to the pathways at the Golf Course Island Garden Plots. Working with RA staff, the Software AG volunteers dug, moved and flattened soil, cut and positioned boards to make level pathways for the 120 community gardeners. The project helps save RA time and money, too.

LAST DAYS FOR U.S. Census Help at RA
When you receive your U.S. Census 2010 in the mail, it’s important to take time to answer the 10 questions and return the form. If you need help or know anyone who may, the U.S. Census bureau will have folks on hand at Reston Association, 1930 Isaac Newton Square.

Need woodchips? If you happen to see a pile of woodchips on RA property and would like them for your yard, please help yourself. Clean-up work following last winter’s storm damage has left RA with piles of woodchips. There is a pile near Hunters Woods pool, too. We also have overflowing bins at our maintenance facility so come and pick them up during normal business hours. If you have a pick-up truck and call in advance we could even schedule loading.

Reston Recycles “Adopt-A-Bin”
Would you like an eco-friendly and “Restonesque” way to remember someone special or honor a tennis player? Then Adopt-A-Recycling-Bin and have it placed at the Reston Association tennis court of your choice.

For the full $500 donation, you can have an engraved plaque on the front of the sturdy, recycling bin, which is made of 100 percent recycled plastic lumber.

Bin donations are tax-deductible by making your checks payable to the “Friends of Reston.” For more details about the Reston Recycles Adopt-A-Bin program, contact CSFstaff@reston.org or call 703-437-7658.

Have you seen a sign that says “Natural Area Inspections Coming?”
Every year, Reston Association’s environmental resource staff walks the common open space. The signs are now being used as temporary notification of the coming inspections. The sign asks that if your property adjoins RA natural areas please check for and remove any piles of debris, such as leaves, branches or grass clippings or structures that extend onto the Association property. This is in accordance with the Natural Area Guidelines. If you have any questions, please contact RA at 703-437-7658.

Helpful Tips:

  • RA property markers indicate the property line. Markers may be short concrete posts or grey recycled plastic lumber posts with a blue “RA,” an “r.” or a small plaque with RA’s information.
  • Debris or structures on RA property can result in a notice of violation for adjacent property owners.

Get Volunteer Help with Invasive Species Infestations in Virginia’s Parks and Natural Areas
The Virginia Master Naturalists and the Virginia Native Plant Society invite organizations to plan volunteer events for the second annual statewide Invasive Plant Removal Day. This year’s event will take place on Saturday, May 1, 2010. Virginia Master Naturalist Chapters, Virginia Native Plant Society Chapters, neighborhood organizations, local parks and recreation departments, non-profits, nature centers, state and national parks, and other community groups are all potential organizers for local events.

With the permission of the landowner, you can host an event and post it on our website by visiting www.virginiamasternaturalist.org/invasives to enter in information about the location, time, volunteer needs, and target species. Your event will be on the Invasive Plant Removal Day Web site and publicized statewide.

Join Reston Association in the State-wide Invasive Exotic Removal Day
Date: Saturday, May 1, 2010

Location: Meet at Glade Pool parking lot at the corner of Glade and Soapstone Drives.
We will journey down the asphalt path heading towards Snakeden Branch, a recently restored stream. Our goal will be to remove as much Garlic Mustard as possible, by pulling the plant by the roots. In 2009, local organizations posted 41 invasive plant removal events across Virginia. More than 400 volunteers, including Master Naturalists, scouting and other youth groups, neighborhood associations, and other community volunteers, came to assist with the efforts. Together, they contributed more than 1300 hours of service and removed more than 250 bags of invasive plants. Their service plus addition in-kind donations are valued at more than $27,000.

Invasive species are non-native species that cause ecological or economic harm. They are widely recognized as a costly and leading threat to healthy ecosystems. They out-compete native species for the same resources, eventually harming trees, wildlife, and water quality. Invasive plants have taken a firm foothold in many parts of the state and everyone’s help is needed to reclaim our natural areas. The Virginia Invasive Plant Removal Day is an opportunity to engage our citizenry in these efforts.

Orientation Set for Invasive Plant Management Leaders
Lead volunteers are needed for the Fairfax County Park Authority’s Early Detection Rapid Response (EDRR) program. This project will allow the Park Authority to locate and remove extremely invasive plant species before they gain a significant foothold within the parks. This program is an essential component in restoring the native ecology. EDRR Orientation Expeditions to be held on May 20 and June 17, 2010 at two different locations.

During the orientations volunteers will learn how to lead, organize and manage a group of volunteers to conduct a systematic survey of designated parkland, identify targeted plant species, mark their location via hand-held GPS units and log data into an established website.

Space is limited to six volunteers per orientation session. 7th Annual 5K Fund Run/Walk and Earth Day Festival

Earth Day is put on primarily to promote greater environmental awareness, and to allow our community a chance to focus upon the ways we can live in a more eco-friendly and sustainable fashion. Volunteer opportunities for this event include:

5K Fund Run/Walk
Volunteer Shift: 7:30 – 9 a.m.
Volunteers will receive a t-shirt and breakfast. We need at least 15 Race Marshals.
Race Marshal (7:30 a.m.) – Volunteers are positioned along the trail/pathway. Volunteers direct runners/walkers through the course, assist runners, and shout encouragement.

There is a mandatory volunteer orientation for Race Marshals on Friday, April 23 from 6 – 7 p.m. at the Walker Nature Education Center.

7th Annual 5K Fund Run/Walk and Earth Day Festival
Date: Saturday, April 24, 2010
Location: Walker Nature Education Center – 11450 Glade Drive, Reston, Va.
Earth Day is put on primarily to promote greater environmental awareness, and to allow our community a chance to focus upon the ways we can live in a more eco-friendly and sustainable fashion. Volunteer opportunities for this event include:

5K Fund Run/Walk
Volunteer Shift: 7:30 – 9 a.m.
Volunteers will receive a t-shirt and breakfast. We need at least 15 Race Marshals.
Race Marshal (7:30 a.m.) – Volunteers are positioned along the trail/pathway. Volunteers direct runners/walkers through the course, assist runners, and shout encouragement.
There is a mandatory volunteer orientation for Race Marshals on Friday, April 23 from 6 – 7 p.m. at the Walker Nature Education Center.

Earth Day Festival
Volunteer Shifts: 12:30 – 3 p.m. and 3 – 5:30 p.m.
Volunteers will be responsible for one 2.5 hours shift.
Volunteer Job: Hands-on nature activities, mascots, concessions and much more.

The Reston Melting Pot Says Cheese for Charity

National Cheese Fondue Day is this Sunday, April 11, and The Melting Pot is opening early for Cheese for Charity!

$10 of every cheese fondue purchased from 1pm-9pm will be donated to charity. The  Reston location will be donating to The Leukemia & Lymphoma Society!

The Leukemia & Lymphoma Society (LLS) is the largest charitable health organization devoted to funding blood cancer patient services, education, and research.
